Chris Dugan brings 25 years of national healthcare leadership, with deep operating experience inside two of the country's largest health insurers as well as senior roles in clinical care delivery and digital health. His background spans the full continuum relevant to a national employer health plan: network strategy, utilization management, care management, and vendor and partner performance oversight at enterprise scale.
Most recently, Chris served as Chief Executive Officer of Imago Rehab, a Harvard University clinical-provider spinout combining artificial intelligence with soft wearable robotics, which set a new industry benchmark for functional outcomes in neurologic rehabilitation and was acquired by HCO in 2025. He previously held executive roles at Hinge Health (NYSE: HNGE), the market-leading musculoskeletal and pain management digital health company, where he contributed to scaling clinical programs for large self-insured employer populations.
Earlier in his career, Chris led Utilization Management and Multidisciplinary Care Management at Humana (NYSE: HUM) and led Strategic Partner Products at CVS/Aetna (NYSE: CVS) — experience that directly informs how Fiduciary Frameworks evaluates carrier and network performance, medical management effectiveness, and vendor accountability on behalf of plan sponsors. Chris holds a Bachelor of Economics and an MBA from the University of Maryland, where he also served as an Adjunct Professor teaching new venture financing and business strategy.
